<p><P>PROBLEM TO BE SOLVED: To provide an low-cost stable communication environment with respect to a moving object which is moving at a high speed. <P>SOLUTION: A frame is expanded and exchanged after adding information meaning the order, so that an upstream frame that cannot be transmitted is specified and transferred from a certain base station to another base station, which is present in the moving direction of a mobile host.
