PROBLEM TO BE SOLVED: To obtain an optical waveguide polarizer which permits further efficiency and a lower cost, has a wider selection range of material and is more excellent than the conventional one in forming and manufacturing the optical waveguide polarizer inside polymer material by the irradiation with polarized pulse laser. SOLUTION: Base material 3 consisting of at least polymer material is irradiated with a focused pulse laser 1. At this point, it is preferable that the pulse laser 1 has a pulse width in the range of≥5×10<SP>-15</SP>sec and <5×10<SP>-10</SP>sec and is in a polarized state. Thereby, the optical waveguide polarizer can be formed as follows; a refractive index changing part whose refractive index is different from that of the other part can be formed in the base material 3, moreover, the refractive index for TE mode of propagation light in the refractive index changing part increases as compared to that in the non-refractive index changing part and the refractive index for TM mode of the propagation light is equal or decreases as compared to that in the non-refractive index changing part.
