PROBLEM TO BE SOLVED: To provide a single-component development device where developer is charged stably, in a state where irregularities in the thin layer of the developer on a developer carrier are restrained. SOLUTION: The single-component development device has a film-state thin layer member, arranged in contact with the developer carrier on a more downstream side than a developer-regulating member and on a more upstream side than a developing area in the surface moving direction of the developer carrier. The film-state thin layer member, at least either side end of which is supported by a retention electrode, comes into contact with the developer carrier, in a state where the other end does not come into contact with the developer carrier, on the condition that the voltage for electrifying the developer be applied to the holding electrode.
