PROBLEM TO BE SOLVED: To provide an optical wavelength multiplexer/demultiplexer which is small-sized and has low loss. SOLUTION: The optical wavelength multiplexer/demultiplexer 10 is provided with one or more input channel waveguides 12, an input side slab waveguide 13 which is connected with the input channel waveguides 12, one or more output channel waveguides 16, an output side slab waveguide 15 which is connected with the output channel waveguide 16, and a plurality of phase shifting channel waveguides 14 which connects the input side slab waveguide 13 with the output side slab waveguide 15. Each phase shifting channel waveguide 14 is constituted of a quartz-based material having larger refractive index than that of the input side slab waveguide 13 and the output side slab waveguide 15.
