PROBLEM TO BE SOLVED: To provide a management system and management method by which the manufacturing cost of a portable information storage medium can be reduced and its security can be improved. SOLUTION: The management system which uses a portable information storage medium to manage a user, such as an employee who utilizes a facility installed in a company, comprises an access card 10 which is carried by the user in the company, for storing a private key SKic; a pass card 20 which is carried by the user outside the company, for storing a public key certificate PKC corresponding to the private key SKic; an entry/exit gate terminal 30 for reading the public key certificate PKC from the pass card 20 of the user who enters the company; and an access server 60 for authenticating the user based on the private key SKic stored on the access card 10 of the user who requests access from a PC 50 to an internal system inside the company, and the public key certificate PKC read by the entry/exit gate terminal 30.
