PROBLEM TO BE SOLVED: To prevent deterioration of responsiveness by facilitating outflow of working fluid from a drain port 18 or preventing backflow of working fluid to the drain port 18. SOLUTION: In a spool valve 3, the central axis Po of the drain port 18 is provided in a position deviated from the central axis So of a spool chamber 12 to a lower side in the vertical direction. That is, the drain port 18 is connected with the position offset to the lower side in the vertical direction with respect to the spool chamber 12. In this case, when the spool valve 3 is arranged inclined to the horizontal direction, the entire drain port 18 can be arranged in the lower position with respect to the spool chamber 12. Since this structure makes it easier to flow out working fluid from the spool chamber 12 to the drain port 18, the amount of working fluid left in the spool chamber 12 can be reduced. As a result, since it can be suppressed that working fluid left in the spool chamber 12 flows into inside of a drive device, deterioration of the drive device responsiveness caused by inflow of the working fluid can be prevented.
