PROBLEM TO BE SOLVED: To provide an intermediate transfer device which is low cost, small in size and which surely removes transfer residual toner from an intermediate transfer belt, and to provide an image forming apparatus having such an intermediate transfer device. SOLUTION: A bias power source 85 is connected to a conductive sheet 81. A cleaning backup roll 74, disposed opposite the conductive sheet 81 via the intermediate transfer belt 64, is grounded via a voltage-maintaining element 98. A cleaning roll 83 disposed downstream of the conductive sheet 81 and facing via the cleaning backup roll 74 and the intermediate transfer belt 64 is directly grounded. Accordingly, the cleaning backup roll 74 acts as a counter electrode common to the conductive sheet 81 and the cleaning roll 83, and is maintained at a prescribed potential. Since the need for a plurality of power sources for maintaining voltage is eliminated and only the single bias power source 85 suffices, the cost can be reduced, and in addition, the intermediate transfer device 12 and a color printer 10 can be made small sized.
