PROBLEM TO BE SOLVED: To provide a hair-treating implement which takes hairs in a cylindrical body in a short period of time. SOLUTION: The hair-treating implement is equipped with a hair retainer which has a hair take-in port at one end part and is made of a slender flexible material, a hair-inserting device for inserting hairs in the hair retainer, and a winding means which winds up the hairs retained by the hair retainer in a prescribed shape to bend or fold the hairs. The hair-treating method comprises steps of retaining a prescribed volume of hairs in the hair retainer which is made of the slender flexible material, retains the hairs, and is provided on the hair-treating implement and of winding up the hairs retained by the hair retainer by the prescribed winding means provided on the hair retainer to bend or fold the hairs.
