<P>PROBLEM TO BE SOLVED: To provide a transparent conductive laminated film which is good in coating properties and adhesion in relation to a porous titanium dioxide layer used as the semiconductor layer of a photogalvanic cell optical action electrode and makes a transparent conductive layer resistant to corrosion by iodine ions contained in an electrolytic solution and an optical action electrode using the film. <P>SOLUTION: In the transparent conductive laminated film, the transparent conductive layer is formed on one side of a transparent plastic substrate. In the transparent conductive laminated film for an optical action electrode, a transparent barrier layer having a contact angle with water of 45° or below and a thickness of 1-50 nm is formed on the surface of the transparent conductive layer of the transparent conductive laminated film.
