PROBLEM TO BE SOLVED: To provide a device for detecting a steering effort of a driver without energizing a dielectric substance, in a radial-directional moving type torque sensor for a rotary shaft. SOLUTION: This radial-directional moving type torque sensor includes a pair of concentric capacitor plate rings 14, 16 existing within a common plane, a capacitor plate ring 10 faced to the pair of concentric capacitor plate rings, and a paddle assembly 20 arranged between the pair of concentric capacitor plate rings and the capacitor plate ring. The paddle assembly includes the first rotor 22 having a circular opening, and attached with at least one pair of separate bearings, and the second rotor 24 having a circular opening, and arranged with at least one pivotal point, and at least one paddle 26 having a dielectric head 28, a curved neck 102 and a main body.
