PROBLEM TO BE SOLVED: To suppress a deterioration in emission and fuel consumption, reduction in engine output or the like by solving or controlling as much as possible a shift in the valve timing of intake and exhaust valves occurring when changing a compression ratio of an internal combustion engine. SOLUTION: An variable compression ratio internal combustion engine estimates the shift amount in a case where valve timing of a driving valve of at least either of an intake valve or an exhaust valve is relatively shifted with respect to a prescribed timing in which a piston of the variable compression ratio internal combustion engine is in position when changing a compression ratio (S104), and controls the relative timing of a valve timing to the prescribed timing by a variable valve timing mechanism so as to eliminate the shift amount on the basis of the estimated shift amount (S105).
