PROBLEM TO BE SOLVED: To provide a clip operation tool of a pandrol type fastening metal fitting capable of coping with the shoulder at an installation height position, that is, various heights of a clip to the shoulder. SOLUTION: This clip operation tool has a locking piece 4 locking on the shoulder 80A, and is installed on the shoulder 80A by pressing the clip 83 in the opposite direction of the direction for locking on the shoulder 80A of the locking piece 4. The locking piece 4 is arranged on one end of a base frame 2, and the upper end of a support leg piece 11 placed on a sleeper 81 is detachably installed to the other one end of the base frame 2 with an installing screw 26.
