PROBLEM TO BE SOLVED: To provide a method for controlling plant above-ground part disease-insect damages with a control agent which comprises a bacterium not forming a spore, is inferior in preservability differently from chemicals, inversely makes the most of a quick effect which is an advantage not had by the chemicals, increases the control ability of a plant, after sprayed with the agent, and can remarkably enhance the control effect, even when the density of live bacterium is lowered during preservation. SOLUTION: This control method comprises mixing the control agent comprising the bacterium not forming the spore with an aqueous medium to prepare a treating control agent having a sugar concentration of 400 to 900 ppm, and then spraying the prepared treating control agent. The drying resistance and temperature change resistance of a plant sprayed with the control agent can be imparted with the control agent. The bacterium can quickly be proliferated even with a slight water content on the surface of the plant, and the control effect can remarkably be increased, even when a live bacterium concentration in the spraying liquid is low.
