PROBLEM TO BE SOLVED: To solve the problem of a conventional cosmetic or quasi-drug which uses a hardened castor oil-saturated dibasic acid oligoester as an oily base agent but whose persistence of effect as the cosmetic is short because of having excessively good compatibility with other oils. SOLUTION: The polymerization degree of the hardened castor oil-saturated dibasic acid oligoester is controlled to a proper range. Thereby, the compatibility with the other oils can be controlled to a desired range which is not excessively good or excessively bad. The employment of the oligoester having the controlled polymerization degree enables the production of the cosmetic having good adhesiveness to the skin and persisting the effect.
