PROBLEM TO BE SOLVED: To improve the user's manner of a mobile object communication system by urging the user to keep from using a mobile communication terminal when the user is getting on the vehicle of public transport or driving an automobile. SOLUTION: In order to detect a state that a user is getting on the vehicle of public transport or driving an automobile, the moving speed of a mobile communication terminal is found out from the positional information of the mobile communication terminal in talking and time, and at the time of detecting a prescribed moving speed and more, user's getting on a train, a bus or an automobile is decided. At the time of detecting high-speed movement due to user's getting on the train, bus or automobile, an extra charge for a call is charged except for an emergency case and both users of a calling side and a receiving side bear the extra charge. When the mobile terminal of which the moving speed is the prescribed speed and more is an incoming side, the extra charge of a terminal calling charge of the incoming side is started after the lapse of fixed time from the start of talking and the extra charge of the terminal calling charge of the outgoing side starts from the start of talking.
