PROBLEM TO BE SOLVED: To provide a scale pattern forming device or the like capable of easily and inexpensively forming a scale pattern of long scale with high accuracy. SOLUTION: A series of scale patterns is formed on a scale base material 7 having a pattern formation layer 72 for forming scale patterns all over the surface. This device comprises a carrying means 2 reciprocatably provided at a predetermined stroke and having a table surface 24 for placing the scale base material 7; a press die 3 pressure-forming a scale pattern of a predetermined width on the pattern forming layer 72 by one operation, the position of the press die to the moving direction of the carrying means 2 being fixed; and a position adjustment means (CPU 69) relatively moving and position-adjusting the scale base material 7 and the press die 3 so that a working area to be worked next by the press die 3 is continuous with a scale pattern formed just before by the press die 3.
