PROBLEM TO BE SOLVED: To prevent a swindling act of illegally setting a set value by inserting a foreign matter in a key cylinder used in changing the set value. SOLUTION: When a password transmitted from a password input device is wrong, a solenoid 50 is not driven, so that an operation selecting shutter 51 is held in a closed position. The operation selecting shutter 51 is thereby put in a locked state. When a password transmitted from the password input device is correct, the solenoid 50 is driven to pull a driving iron core 50a into the solenoid 50, and the operation selecting shutter 51 is moved into an open position from the closed position.
