PROBLEM TO BE SOLVED: To provide a system and method for resource management that guarantees quality of a video distribution service by multicasting using an IP network.

SOLUTION: On an authentication server 102 having received an authentication request from an edge router 106, an authentication control section 121 performs authentication based upon received information and a band decision request section 122 sends out a request to decide a band to a resource managing server 103 together with information (band decision request information) needed to decide network resources. On the resource managing server 103 having received the decision request, a band decision section 131 decides the possibility of distribution based upon the received information and information recorded in respective databases and informs the authentication server 102 of the decision result. The authentication server 102 having received notice of the decision result determines whether or not contents can be distributed based upon the received decision result and the authentication result of the authentication control section 121 and informs the edge router 106 of whether or not the contents can be distributed.
