摘要 <p><P>PROBLEM TO BE SOLVED: To generate coding data in a desired buffer capacity by image quality deterioration of a minimum limit by finely regulating the amount of generated coding data by enabling moving of coding conditions to one of the multiple steps on the basis of the amount of certain storage code words or symbols in the midst of one frame which constitutes the motion picture which carries the coding processing. <P>SOLUTION: A VBV buffer zone controller 112 compares the amount of accumulation code words or symbols of the midst which performs coding of one frame and a plurality of threshold values; and outputs the result to a vector process controller 115, a factor processing controller 114, and a quantization controller 113. The vector process controller 115 controls the vector for motion compensating of the motion detection/compensator 101 to be fixed/not to be fixed. The factor processing controller 114 determines the area size for masking a plurality of DCT factors acquired by a DCT unit 104, and the quantization controller 113 determines the size of the quantization step of a quantizer 105.
