PROBLEM TO BE SOLVED: To solve the problem that although it is known that a face washing method with cold water or ice water tightens the skin and is effective for preventing opened pores or wrinkles, in a conventional face washing method with cool water or ice water, the hands get cold soon to prohibit long application and a face washing place requires water, so that easy application and long lasting application are prevented. SOLUTION: In a cool water container, the upper part of a main body has a hard cap mouth to be easily filled with cold water or the like so that the face is cooled easily anywhere with cold water, ice water, or the like. The lower part of the main body employs a cold water container of a flexible bag, such as polyethylene, vinyl, or rubber so as to hold cold water, ice, or the like. In a water retaining and cooling beauty care method, a water retaining member, which is obtained by impregnating a water retaining material such as gauze, cotton, and paper with water, is used for enhancing water retaining property of the face, and further cooled using the container.
