A dielectric ceramic composition contains 100 parts by weight of a primary component represented by a[(Sr<SUB>b</SUB>Ca<SUB>1-b</SUB>)TiO<SUB>3</SUB>]-(1-a)[Bi<SUB>2</SUB>O<SUB>3</SUB>.nTiO<SUB>2</SUB>] wherein a and b are moles and n is the molar ratio of TiO<SUB>2 </SUB>to Bi<SUB>2</SUB>O<SUB>3</SUB>; w parts by weight of MgTiO<SUB>3 </SUB>x parts by weight of SiO<SUB>2</SUB>; y parts by weight of MnO<SUB>m </SUB>(MnCO<SUB>3 </SUB>equivalent); and z parts by weight of LnO<SUB>k</SUB>, wherein m is 1 to 2; Ln is at least one of lanthanum, cerium, praseodymium, neodymium, samarium, europium, gadolinium, dysprosium, holmium and erbium; and k is in the range of 1.5 to 2 such that LnO<SUB>k </SUB>is electroneutral, wherein a, b, n, w, x, y and z satisfy the relationships 0.90<=a<=0.95, 0.90<=b<=0.95, 1.8<=n<=3.0, 5.0<=w<=10.0, 0.1<=x<=1.0, 0.1<=y<=0.3, and 1.0<=z<=5.0.
