The device has a frame (1) with two inner and lateral edges. The frame has the dimensions of a flange (8) of a waste container (2) and two Z shaped elastic clamps (4) realized to be adapted on the flange. The inner edges of the frame permit the centering of the device on the container. A sealed joint is fixed to top of the frame. A user places a garbage bag (3) on the container using the elastic clamps.
