PROBLEM TO BE SOLVED: To provide such a method for manufacturing a heat insulator as is capable of manufacturing efficiently a lightweight heat insulator by using a silica-based waste, and to provide a heat insulator which is manufactured by this manufacturing method for a heat insulator and which has a low cost and a high heat-insulation efficiency. SOLUTION: The method comprises blending (a) a silica-based material, (b) a calcium-based material and (c) water with (d) a foaming material which produces carbon dioxide when blended with a silica-based material, a calcium-based material and water in a predetermined ratio, kneading it, then expanding the blended raw material, thereafter charging the expanded blended raw material into a given frame, and then drying and solidifying the in-frame blended raw material. The penetrating of a water-soluble silica aqueous solution into the heat insulator of the molded body, in which the in-frame blended raw material has been dried and solidified, allows to react the calcium component and the silica in the heat insulator molded body to thereby improve the mechanical strength.
