<P>PROBLEM TO BE SOLVED: To provide a fuel cell, in which the degradation of power generation output is suppressed by containing outflow of hydrogen gas from the anode into water passage and by easily recovering the water generated in the cathode, and to provide a fuel cell system, in which the degradation of power generation output is suppressed by readily exhausting the air bubbles. <P>SOLUTION: The fuel cell is provided with a fuel cell stack 1, in which a unit cell 2 is constituted by forming an anode and a cathode on both faces of a solid polymer membrane electrolyte and by arranging humidifying water permeating plates (porous separators 4a, 4b, solid separators 5a, 5b) formed of a porous body, having water passages 8a, 8b at the outside and by arranging the anode at the upper part and the cathode at the lower part, each unit cell 2 is vertically laminated in a plurality of pieces.
