PROBLEM TO BE SOLVED: To provide a fluorine-containing elastomer polymer excellent in productivity and crosslinkability, and its manufacturing method. SOLUTION: The fluorine-containing elastomer polymer comprises a unit (A) derived from an emulsifier bearing a fluorine-containing vinyl group and a unit (B) derived from a cure-site monomer (b1) and/or a saturated aliphatic compound (b2) containing a bromine atom and/or an iodine atom, where the emulsifier bearing the fluorine-containing vinyl group comprises a compound bearing a radical-polymerizable unsaturated bond and a hydrophilic group in the molecule.
