PROBLEM TO BE SOLVED: To provide an optical recording medium realizing recording density higher than that of a conventional optical recording medium and using a conventional light source and a conventional recording material while securing portability and reliability equal to those of the conventional optical disk and to provide an optical recording and reproducing method and an optical recording and reproducing apparatus capable of achieving energy saving/miniaturization of the apparatus as compared with that of conventional method and apparatus and realizing recording density higher than that of the conventional method and apparatus by using the optical recording medium.

SOLUTION: In the optical recording medium 10 provided with an optical recording layer 13 in which information is recorded and reproduced by irradiation with light, a plurality of structures 12 each having an outside dimension shorter than the wavelength of an irradiation laser beam and having conductivity are arranged in the optical recording layer 13.
