<P>PROBLEM TO BE SOLVED: To provide a coating peeling device that efficiently peels a coating without inflicting external damage to a core wire coated with insulating rubber or the like around an electric wire of the core wire or the like, and to provide a method. <P>SOLUTION: The coating peeling device comprises a cutter 1 that cuts the coating of the electric wire, and a rotating part 3 that grasps the coating.
