PROBLEM TO BE SOLVED: To provide a fixing device for eliminating ununiformity of fixing strength and reducing curl of recording paper by adjusting or reducing temperature uniformity of a fixing roller, and also to provide an image forming apparatus using it. SOLUTION: The fixing device includes the fixing roller 3 performing thermal fixing by pressure-welding the recording paper fixing toner together with an opposite pressure roller 4, and a heating element 5 arranged in the fixing roller 3 in order to heat the fixing roller 3. The temperature ununiformity of the fixing roller 3 generated by influence of air flowing in the fixing device is adjusted or reduced by arranging to incline the heating element 5 to an axial line of the fixing roller 3, so that a cooling fan side provided with the heating element 5 sideward of the fixing roller 3 is made close to the side of the pressure roller 4.
