PROBLEM TO BE SOLVED: To provide an elastic electro-conducting wheel materializing excellent conductivity and keeping good conductivity even in long-term use, and a method of advantageously manufacturing such an elastic electro-conducting wheel. SOLUTION: In the elastic electro-conducting wheel, a bearing member 12, an electro-conducting wheel member 16, and an electro-conducting tire member 14 are successively and integrally coupled toward the outside in a diameter direction. The electro-conducting wheel member 16 is formed by using resin material mixed with metallic fibers.
