<P>PROBLEM TO BE SOLVED: To manage implementation status of operations to be implemented according to a predetermined schedule without imposing artificial burden. <P>SOLUTION: Each employee carries a non-contact information medium 11 for outputting employee information unique to the employee. A non-contact communication device 5 for detecting the employee information output from the non-contact information medium is provided at place where the operation is implemented or an entrance/exit of the place.
