PROBLEM TO BE SOLVED: To provide a recording and reproducing device wherein a user can easily recognize that a reproduced video is recorded in a normal recording mode or in an alarm recording mode even in a special reproducing mode. SOLUTION: The recording and reproducing device is provided with a storage means storing voice data for informing that the reproduced video is a video recorded in the alarm recording mode, a means detecting that reproduction of the part of the video recorded in the alarm recording mode is started on the basis of additional information in the special recording mode and a means reproducing and outputting the voice data stored in the storage means when it is detected that reproduction of the part of the video recorded in the alarm recording mode is started.
