<P>PROBLEM TO BE SOLVED: To provide an image transmitting apparatus which can rapidly display a zoom image even by a system using a radio transmitter of low bit rate, and to provide an image receiving apparatus. <P>SOLUTION: The image transmitting apparatus (20) includes a camera (21) for imaging an image, a transceiver (23) for transmitting the photographed image photographed by the camera (21) to an image receiving unit (30), and an image processor (22) for image processing by changing the image compression rate so that an image transmitting time to the image receiving unit (30) becomes constant.
