PROBLEM TO BE SOLVED: To execute space division multiplexing connection while taking the degradation of characteristics of a device into consideration. SOLUTION: A correlation calculator 214 calculates the correlation value of a reception response vector included in an output control signal 316. An intensity ratio calculator 222 calculates a signal intensity ratio to a plurality of terminal devices. An error rate calculator 224 calculates an error rate from the demodulated data included in a modem part control signal 320. A channel arrangement part 216 executes the assignment of a channel to a plurality of the terminal devices. When the correlation value and the intensity ratio inputted respectively from the correlation calculator 214 and the intensity ratio calculator 222 satisfy the conditions for executing the space division multiplexing connection, the space division multiplexing connection is decided to a plurality of the terminal devices. When the error rate inputted from the error rate calculator 224 satisfies the conditions for releasing the space division multiplexing connection, the release of the space division multiplexing connection is decided in a plurality of the terminal devices.
