PROBLEM TO BE SOLVED: To provide a fixing device in which wax with which web on the reel of a wax-applying means is impregnated is prevented from melting due to heat radiated from a heat source being driven, and thus, wax is prevented from accidentally sticking to a fixing rotary body, and to provide an image forming apparatus. SOLUTION: The fixing device has the fixing rotary body for fixing a toner image onto a transfer material under heat, and a heat source. The fixing device is provided with a wax-applying means for applying wax to the surface of the fixing rotary body, the wax having a releasing action. The wax-applying means includes: the web impregnated with the wax and fed out from the reel; and a wax-applying rotary body for applying the wax to the fixing rotary body by rotating in contact with the web and the fixing rotary body. The reel of the wax-applying means is disposed in such a position that, when the heat source is driven, the reel has an ambient temperature not higher than the melting temperature of the wax.
