PROBLEM TO BE SOLVED: To provide a method for easily forming a cylindrical member, even if a strip-like member of an unvulcanized rubber with high frictional resistance is used, and a device for this method. SOLUTION: In this method, the strip-like member SE is wound around each of first drum members 10a of a base end-side drum 10 in a position of 0 o'clock, then is rotated from the position of 0 o'clock to the position of 6 o'clock by each of the first drum members 10a and is transferred from the base end side of a fixed shaft 2 to its tip side. Further, the strip-like member SE is delivered from each of the first drum members 10a to each of second drum members 20a in the position of 6 o'clock, then is rotated from the position of 6 o'clock to the position of 0 o'clock (12 o'clock) by each of the second drum members 20a, and is transferred from the base end side to the tip side of the fixed shaft 2.
