PROBLEM TO BE SOLVED: To enhance a communication speed for an ADSL telephone line and a processing speed for a personal computer, in addition to those in an electronic circuit, a high-frequency circuit, an electric circuit and peripheral equipments thereof, by a simple and easy method. SOLUTION: A sheet bonded with an applied matter containing a low-dosage radiation emission substance is bonded and attached to the electronic circuit, the high-frequency circuit, and the peripheral equipments thereof, an electric power source unit, and the personal computer, in particular, a CPU, a CPU fan, a memory, a hard disk, and a modem, a plus potential and a minus potential are imparted thereby to conductors in the circuits, electricity of a data signal is intensified and accelerated as a result thereof, and noises generated caused by staying static electricity are reduced as a condition similar to grounding of the static electricity staying in the equipments to enhance the processing speeds for the electronic equipment, the electric equipment and the personal computer. The low-dosage radiation emission substance is used as an inner core in an electric wire/cable, in the same manner, attenuation in data signal electricity is thereby reduced in the telephone line to enhance a transmission speed of the data signal electricity, and the intensity of an electromagnetic field is thereby reduced in a high-voltage power line, without reducing a transmission capacity.
