<P>PROBLEM TO BE SOLVED: To prevent a rush current from flowing even by instantaneous break or short switching, and to lessen power loss. <P>SOLUTION: A smoothing capacitor C which smoothes an output voltage into a substantial DC voltage and a switching power source 1 which inputs the smoothed voltage and adjusts a voltage and a current and outputs them are connected to a diode bridge BD which rectifies an AC current supplied from an AC power source PS after switching on an input switch SW1.
