PROBLEM TO BE SOLVED: To perform data communication while securing security as it is when security authentication is required in communication to a center server through an intranet or even when security authentication is required in the intranet. SOLUTION: When an on-site server 2 of this invention acquires data from each terminal 5, the on-site server 2 acquires the data from each terminal 5 when the on-site server 2 performs the security authentication of a proxy server 4 connected to the intranet 9 and passes the security authentication, and transmits the acquired data to the center server 1 when the on-site server 2 performs the security authentication of a proxy server 3 connected to the Internet 7 and passes the security authentication.
