PROBLEM TO BE SOLVED: To provide a support system for power failure in an IP (Internet Protocol) telephony system, capable of terminating an incoming call for an IP telephone to an arbitrarily specified telephone terminal during power failures, and terminating an incoming call at the IP telephone, even if power failure is prolonged; and to provide a method, a program, and a recording medium for the support system. SOLUTION: The support system comprises an uninterruptible power supply means for supervising power failure occurred at an external power supply and switching to a battery at the time of the power failure to supply electric power to an IP telephony system; a plurality of IP telephones 5, having an individual telephone number assigned to each telephone, a system control means for connecting an incoming call from a communication network 3 with an IP telephone 5, having a telephone number corresponding to the incoming call and performing control for an outgoing call from an IP telephone 5 to the communication network 3; and a call termination transfer means for operating with the system control means and transferring an incoming call from the communication network 3 to a telephone, having a registration telephone number registered beforehand at power failure.
