PROBLEM TO BE SOLVED: To provide a tape sticking apparatus and a tape sticking method capable of surely sticking a tape to a hub through the appropriate amount of a liquid. SOLUTION: In this tape sticking apparatus 20, a top end part MTI of the magnetic tape MT is stuck to the hub H of a reel CR in a cartridge case C on which an opening part C1 is formed. A case installation part 21 for installing the cartridge case C and a tape tip transporting means 22 free to advance/retreat near the hub H passing through the opening part C1 in the cartridge case C installed by the case installation part 21 are included in this apparatus, and it has a feature that a tape tip transporting means 22 is equipped with a 1st adsorption section 24 for holding the magnetic tape MT, a sponge mounting section 23 formed to the tip side from this 1st adsorption section 24 to place the sponge 28 thereon containing the adhering liquid, and a sponge 27 disposed to the rear end side from the 1st adsorption section.
