PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus and recording and reproducing method capable of realizing read/write, etc., in the same time zone of a plurality of files in a short seek time or a small amount of seek. SOLUTION: The recording and reproducing device is equipped with a FIFO 40 and a buffer controller 45 for controlling an amount of the data accumulated in the FIFO 40. The buffer controller 45 successively writes the file data to be written afterward in compliance with the area to which the block written with the data of the previously written file belongs.
