PROBLEM TO BE SOLVED: To provide an igniter for an internal combustion engine capable of surely starting an engine by preventing pressure breakdown of an igniting capacitor and ignition when the engine reversely rotates. SOLUTION: This igniter for the internal combustion engine has an exciter coil short-circuit, an ignition circuit, the igniting capacitor, an igniting capacitor charging voltage control circuit, a power source for the circuit, a reference signal generating circuit and an ignition control circuit. The igniting capacitor charging voltage control circuit controls the charging voltage of the igniting capacitor to a predetermined charging voltage threshold value or less. Thus, an exciter coil outputs AC voltage corresponding to a rotating speed without short-circuiting output.
