PROBLEM TO BE SOLVED: To provide a fixing device in which high energy efficiency for image formation is obtained by preventing the temperature of an exciting means from becoming high even when a fixing process is carried out many times in succession, thereby obtaining excellent efficiency of the heat generation of a heat generating member, and to provide an image forming apparatus. SOLUTION: The fixing device includes a heat-applying rotary body and a pressure-applying rotary body firmly pressed against the heat-applying rotary body, thereby defining a fixing nip section. The heat-applying rotary body has the heat generating member including an arcuate section which generates heat by an electromagnetic induction system. An exciting means for causing the heat generating means to generate heat is disposed in a high temperature non-convection area outside a high temperature convection area provided by the heat generating member. The high temperature convection area is an area where an elevation of angle from a horizontal plane in the center of the curvature of the arc of the heat generating member is 45°or more.
