PROBLEM TO BE SOLVED: To provide a leadless low-melting glass composition useful as a glass raw material to form a dielectric layer for a PDP. SOLUTION: The leadless low-melting glass composition contains by weight SiO<SB>2</SB>of 5-20%, B<SB>2</SB>O<SB>3</SB>of 25-40%, ZnO of 40-55%, at least one kind among K<SB>2</SB>O and Na<SB>2</SB>O of 5-25%, MnO<SB>2</SB>of 0.01-5% and a glass color adjusting agent selected from the group consisting of Fe<SB>2</SB>O<SB>3</SB>, Cr<SB>2</SB>O<SB>3</SB>, V<SB>2</SB>O<SB>5</SB>, Pr<SB>6</SB>O<SB>11</SB>, Nd<SB>2</SB>O<SB>3</SB>, Tl<SB>2</SB>O, CuO and MoO<SB>3</SB>of 0.01-10%. The weight ratio between B<SB>2</SB>O<SB>3</SB>and ZnO denoted as B<SB>2</SB>O<SB>3</SB>/ZnO is 0.45-1.0. The glass composition contains furthermore a specified amount of P<SB>2</SB>O<SB>5</SB>or contains a specified amount of a transparency improving agent such as GeO<SB>2</SB>, CeO<SB>2</SB>, Al<SB>2</SB>O<SB>3</SB>and the like.
