<P>PROBLEM TO BE SOLVED: To attain a large communication capacity of a system, as a whole, by optimizing power distribution and assignment of modulation system to each MIMO channel. <P>SOLUTION: As a feature of SVD-MIMO communication, a high quality MIMO channel and a low quality MIMO channel can be attained easily. When an MIMO channel of excessively high quality is attained and a corresponding modulation system is unavailable, quality difference among MIMO channels is lessened by replacing the singular value λ of each subcarrier thus confining the quality difference of a plurality of MIMO channels within the quality range corresponding to a modulation system available in the system.
