PROBLEM TO BE SOLVED: To provide a foaming filling member which is manufactured by a simple configuration with excellent working efficiency at low cost, and capable of filling a space of a structure without any clearance while reducing the use of foaming base materials. SOLUTION: A plurality of holding pieces 5 are provided on a peripheral end of a supporting plate 4 of a holder member 2 formed of a non-foaming material along the peripheral direction of the supporting plate with a predetermined interval separate from each other, and a foaming base material 3 consisting of foaming material is formed in a sheet shape, arranged along the outer peripheral surface of the supporting plate 4, and locked to the holding pieces 5. The foaming filling member 1 can be manufactured with excellent working efficiency at low cost while omitting any injection molding device or a forming die to support the foaming base material 3 by the supporting plate 4.
