[PROBLEMS] To a provide a technology for enhancing safety of a handicapped person when he/she is on the street, and a technology for creating course information or peripheral information comprehensible to a handicapped person. [MEANS FOR SOLVING PROBLEMS] Forward information in eye line is obtained by a unit (20) mountable on the head of a handicapped user (5) and information at the feet of the user (5) is obtained from a portable unit (30) grasped by the user (5). Since detailed information can be obtained, safety of the user (5) is enhanced when he/she is on the street.
