PROBLEM TO BE SOLVED: To announce a calling communication of equipment while avoiding a collision as early as possible. SOLUTION: When a press-down of an emergency call remote control 11 is detected by a communication processing part 7, the communication processing part 7 transmits data of the effect to the communication device 6. A priority determination means 3 determines that the data transmitted from the communication processing part 7 are data to be preferentially transmitted in case that the data are determined as press-down information of the emergency call remote control 11 from an identifier contained in the transmitted data, and announces the effect to a transmitting timing determination means 4 shown in the drawing. The transmitting timing determination means 4 starts a timer means 5 on receipt of the effect of the absence of radio wave of the own system from a transmitting means 2.
