The device has a handle and a working component in form of a brush (1). A swivel mechanism is arranged between the handle and working component which fixes the working component in defined swivel position. The swivel mechanism consists of a holding component (4) arranged at the handle and a stopper (21) arranged at the working component whereby the stopper is contained in the holding component.
