PURPOSE:To obtain a transmitter capable of reproducing a motion picture with smooth motion and high picture quality at a receiver side even in the case of a transmission medium at a low transmission rate. CONSTITUTION:Background plane information comprising a still picture of a background picture forming a pattern and one to plural sets of motion plane information comprising each still picture of a mobile object on the background are generated. The generated background plane information and each mobile object plane information are respectively stored individually in memories 23BG, 23Al-23An. A difference between a current frame of mobile plane of a digital picture signal and mobile object plane information in the memories 23Al-23An is obtained to detect change information with respect to the still picture stored as the mobile object plane information. Still picture information of plural sets of plane information and change information in the memories 23BG, 23Al-23An are sent. |
